យើងខ្ញុំជាប្រជាសហគមន៏ក្នុងតំបន់ព្រៃឡង់នៃខេត្តកំពង់ធំចំនួន ២០០នាក់ នៅក្នុងស្រុក សណា្តន់ គ្រោងនឹងធើ្វការតវ៉ាសារជាថ្មីម្តងជាមួយនឹងក្រុមហ៊ុន ស៊ី អរ ស៊ី ខេ នៅថៃ្ងទី ១៥ ខែ មិថុនា ឆ្នាំ ២០១៣ ។ មូលហេតុ​៖ ដោយសារក្រុមហ៊ុនេះនៅតែបន្តការ រំលោភបំពាន ដល់ យើងខ្ញុំ ។ចាប់ពីឆ្នាំ ២០០៩​ ដល់បច្ចុប្បន្ននេះ ក្រុមហ៊ុន បានធើ្វឈូសឆាយ ដីព្រៃស្រោង ក្នុងតំបន់ព្រៃឡង់ស្រុកសណា្តន់ ប៉ះពាល់ដូចជា ដើមច្បោះជរ័យើងខ្ញុំអស់រាប់មឺនដើម ដីព្រៃសហគមន៏ ក្បាលតាគង់ ដីព្រៃសហគមន៏ក្បាលអូរត្នោត និង ដីស្រែ ចំការ របស់បណា្តញ សហគមន៏ យើងខ្ញុំ ដោយគា្មនសំណង​ 
នៅក្នុងកំឡុងខែ គុម្ភៈ ឆ្នាំ ២០១៣​កន្លងទៅ យើងខ្ញុំបានតវ៉ាជាមួយក្រុមហ៊ុននេះជាច្រើនលើក ច្រើនសារ និង ការតវ៉ាចុងក្រោយនៅសាលាស្រុកសណា្តន់ ប៉ុន្តែមិនមានដោះស្រាយ សមស្របណាមួយឡើយ។ ក្នុងការខណៈពេលការតវ៉ាពេលចុងក្រោយនោះ បណា្តញសហគមន៏ បានទទូចដល់អាជា្ញធរស្រុកសណា្តន់​ អោយដោះស្រាយដីស្រែចំការដល់ពួកគាត់​ ហើយ​ក្នុងគ្រានោះដែរត្រូវបានលោក ស៊ឹម វណ្ណា អភិបាលស្រុកសណា្តន់ បានចុះហត្ថលេខាលើលិខិត​០១​ច្បាប់ ចុះថៃ្ងទី​១៣​ ខែ គុម្ភ ឆ្នាំ ២០១៣​​ ក្នុងខ្លឹមសារលិខិតនេះ បានបញ្ជាក់ការសន្យាក្នុង ដោះស្រាយបញ្ហា ការរំលោភដីស្រែចំការ ជួនយើង​ខ្ញុំ ប៉ុន្តែជាក់ស្តែង​ លោក ស៊ឹម វណា្ណ មិនទទួល ខុស ត្រូវ ក្នុងការ​ដោះស្រាយបញ្ហានេះជូនយើងខ្ញុំឡើយ ដោយលើកមូលហេតុថា រងចាំថ្ងៃនេះ ថ្ងៃនោះ​ ។​

កាលពីថៃទី​១១ ខែ មិថុនា ឆ្នាំ ២០១៣ បណា្តញសហគមន៏ព្រៃឡង់ ស្រុកសណា្តន់ បានដាក់លិខិត​​ជូនដល់​អាជា្ញធរស្រុកសណា្តន់ក្នុងនោះមានរួមមាន៖ សាលាឃុំសណា្តន់ និង សាលាស្រុកសណា្តន់ ដើម្បីអញ្ជើញមេឃុំ និងអភិបាលស្រុកសណា្តន់អោយគោរព​កិច្ច​សន្យា​ចូលរួមក្នុងការដោះស្រាយបញ្ហានេះនៅកន្លែងកើតហេតុ នៅតំបន់ក្រុមហ៊ុន​​ស៊ី អរ ស៊ី ខេ ។

Most land disputes in Cambodia unsettled


Less than 30 per cent of complaints filed to the government’s National Authority for Land Dispute Resolution (NALDR) throughout 2012 were resolved, according to its annual report released yesterday.
According to the document, distributed yesterday at the NALDR annual convention, the government body, which comprises representatives from multiple ministries, dealt with 103 complaints, resolving 30.
These complaints, which came from residents and institutions across 19 provinces, increased from 93 in 2011.
Twenty-five complaints related to disputes in Phnom Penh, 11 were in Kampong Thom province and nine were in Preah Sihanouk province.
“Four of these land dispute cases were resolved directly by Hun Manith, the general secretary of NALDR,” the report says.
Deputy Prime Minister and NALDR president Bin Chhin said complaints had increased due to some provincial authorities flouting the law and ignoring complaints at a local level.
“Some officials made documents illegally,” he said.
Am Sam Ath, a senior investigator for rights group Licadho, said the number of complaints was concerning, but added that NGOs had observed many more instances of residents not filing complaints.
“Authorities should continue resolving more complaints in order to break this deadlock of land disputes that is leading to protests and violence,” he said.
Sam Rainsy lawmaker Son Chhay echoed the sentiments, adding that there were actually “hundreds of thousands” of people in land disputes who could file complaints due to the injustices inflicted upon them by powerful people.
“NALDR could not resolve most of the reported cases because they happen systematically, backed by rich and powerful people. In order to resolve these problems, these people should respect the laws,” he said.
A report from rights-group Adhoc, released last week, said that despite Prime Minister Hun Sen’s moratorium on land concessions and his ambitious land-titling scheme, community representatives and land activists still faced violence and threats of violence, and arrests related to land disputes more than doubled in 2012.

Land titles denied, villagers in Pursat claim

Student volunteers working as part of the government’s land titling scheme are again being accused of refusing to measure land – this time in Pursat province – because they say those living there have done so illegally, according to villagers.
Villagers in Bakan district said the students accused them of living on a social land concession slated for handicapped and retired soldiers.
About 300 families have asked rights group Adhoc to intervene; they say they have been living on the land since 2002, and the land concession was only granted in 2011.
Villager Chin Pheoun, 52, said she moved there after receiving permission from village and commune officials.
“We have papers signed by the local officials, but they [the students] said those papers are invalid and this area is in the government social land concession. If that’s the case, why did local officials allow us to live there?” she said.
“Please, I need the youth volunteers to measure my land, because I am a widow and have eight children, and I can’t raise my children if I don’t have the land.”
Villagers are threatening to take their case to Prime Minister Hun Sen if provincial officials don’t resolve the dispute.
Somsan village chief Muorng Oul said the number of families living on the land had increased from about 300 to up to 800 in recent years.
“Most of them came to live there when the government announced it would give land to poor people who do not have exact land.”
Soa Dareoung, governor of Bakan district, not be reached for comment yesterday, but Adhoc’s provincial coordinator Phourng Sophea said most people had been farming the area for between five and 10 years.
“Those villagers with papers signed by local officials must receive their land titles because they have lived there for a long time and they don’t have any exact land,” he added.
